What's the difference between downtempo and dubstep?

My first thought was, this is dubstep, but it's mostly referenced as downtempo. Am I wrong?
Downtempo generally sounds more similar to Trip Hop, afaik.
Classic Dubstep has more of an atmospheric sound and emphasis on sub-bass. Also looser drums. Kinda like this track: youtube.com
Not to say that Mind Hatch doesn't have obvious Dubstep influences. It's just a little more on the Downtempo or even Wonky side.

There's downtempo and Downtempo, if that makes sense. A lot of triphop is downtempo.
Anyone ever heard this album? Some of the best detroit techno I've heard recently and it's amazing how fucking long it is without losing quality
