From just comparing the episodes under 27 minutes to the TV rips I've got, the only one I really see have a shorter runtime (by around 2 minutes) is the Don Knotts episode. I'll try checking more closely after Wandavision.
It seems like season 5 is outright missing the Brooke Shields episode and Chris Langham episode.
"a billion" is an exaggeration; there's only one in the whole episode. It's just in several shots during the song sequence.
They didn't cut it when it aired on Disney channel a while back, but I wouldn't be surprised if it got cut now, or got a "content warning" like said

A lot of places are taking some panzy half-assed attempts with Netflix fading and the "new cable" system being established. CBS went with Star Trek. Crunchy roll was already on the anime market. Prime... I dunno what niche they went for, but it's not that big. Hulu went cheap and went with fucking ADs.

not having kaye's isnt much to note, the wiki does list a warner copyright song in the acts though so thats maybe it. it was an okay episode but eh
not having chris langhams though is weird though, he actually worked ON the show, he wasnt even really a celebrity, just a filler when their name dropped out. Also i have no clue what song could be the problem there, other than some weird hawaiian one

TV rights and Streaming rights for the two countries are different. Also, Australia isn't politically correct like hollywood.
