Honestly I'd love to see him review courage villains. A lot of them are too good. Katz would be a fun one.
He'd rag on Vlad for jobbing to a teenager. And he'd mock Crocker for being a fairy obsessed weirdo. Probably mentioning how he somehow can't tell timmy's God parents when they're always pink and green.

Black Hat's entire thing is that he's the most powerful. The only one who'd possibly defeat him would be another high-level toonforce villain.
in terms of villains the only one that comes to my mind probably is maltruant from ben 10 omniverse, but Only, if black hat is afected by his abilities to stop time, otherwise, black hat wins
