The age is accurate. However you can buy alcohols at grocers in most states if not all by now.
I have never heard of anyone disallowing out of state ID and I don't believe that exists having drank across the nation
I have no idea what liquor licenses cost in every state as that will vary, however it is a regulated concern, and I'm sure that isn't unique to this country, incidentally if I'm not mistaken a license for your establishment to serve alcohol in this state will set you back 10K.
I have no idea what north carolina does, it sounds like reducing the price by 50% temporarily would be the obvious choice.
