Timothy Olyphant would have been a good Negan. He makes a better villain than a protagonist. In Justified, the villain was more likeable than him. As for Rick, anyone but Andrew Lincoln would have been worse. I think Rick was perfectly cast and he carried the show for a while until it wasn't enough and there were too many awful characters. Best part is that the awful characters had plot armour, which is why Glenn and Abraham died instead of any of the women. What a shitshow Walking Dead became.
