It depends on what you find more important. If you want the ecchi to be top tier then TNK and Passione would definitely deliver but if you want the action and plot to have more focus then A-1 Pictures and White Fox seem like the right pick. I personally would trust Production IMS the most but they shut down a couple of years ago.

The titty gimmick is nice but it would get old soon unless they make the MC actually fuck those bitches like Keyaruga does.
Thus it makes more sense to give it to White Fox and let them bring to life this contradictory world and lore. They did a great job with Re:zero and I trust they will manage to translate the art-style into something amazing.
It is also far easier for them to just add some decent titty scenes after the rest is taken care of.
