The only high security features you'll find in smartphones are things like physical switches to disable mic/camera, or GPS. Any new smartphone can be tracked with E911.
Your traceability is on you, protect your data with proxies etc. as much as possible or using free wifi. Encrypt it if you want.

phones are traceable by design, you just have to connect to certain cell towers to get coverage, it doesn't matter if your phone is old or modern

Buy a pixel 4 / 5 and put GrapheneOS on it.

There's no need for it to stay connected all the time though, just when you need to make a call.
Modern smartphones stay connected even if you turn them off, they just switch the controller to lower clock to reduce power consumption.

GrapheneOS, physically open the phone and unplug the cameras, mic and radio antennas, plug in headphones with mic when you need to use it for calls, leave it in faraday bag when not in use. Use cheap dongle like pic related plugged into a cheap power bank with a preloaded burner SIM paid in cash so the cell towers are connecting to a disposable IMEI device and not your actual phone. Only use Signal or other encrypted messenger routed through TOR to communicate.
