The actual kicker is that Trump had his appointees cede a huge amount of decision making power directly to the ICE labor union, giving them pretty much unprecedented veto power over policy they don't like. Like a completely unusual amount of decision making power, where the government basically needlessly waived rights to the extent that other attorneys watching this were like "Wtf are you doing lol".

It'll take a while to get that sorted out in the courts before Biden can start making meaningful changes. In the meantime, some idiots will blame Biden for it which is the exact result that Trump hoped for.
