The Los Angeles School district has ~600 000 students, ~50 000 staff and covers half a dozen counties. Each county has its own police department so that would mean the district would have to co-ordinate with half a dozen police departments - so instead they have one department, their own, which has jurisdiction across all campuses.

Chang, I spent five years of my life flitting between Chongqing and Shanghai. The first thing I noticed when I arrived in China is how intense the security around schools is. Every morning on my way to work I would see a ring of private security guards with perspex shields, batons and those long sticks with the U on the end (that they use to pin people to walls) at the entrance to every single school. That intense security presence extends to subways, bus stations and most public spaces. Every single housing complex has a guard and a boom gate with restricted entrance.
