There are thousands of ways to disarm a person with a knife. Some are only suitable for certain kinds of officers. But they do exist.

I know exactly how dangerous a knife is, within its effective range. Moving away from the knife is effective defense. Shotguns are dangerous too, bit only in a certain range. I can definitely take a guy on with knife if you give me mace and two foot long baton unless there is no space to move. That's like a spear vs a sword on open ground.
