Just say you like your hair a little on the longer side, with a nice long fringe which goes to one side. But the back and sides can be a little shorter so it isn't exactly 'long hair'.

It depends on the outfit and other aspects of your style. If you're a butch chick with a tank top and jeans, then obviously you're doing the 'shorter' haircut to look more manly. But if you're a skinny dude in figure-hugging skinny jeans and a soft face, then clearly your 'longer' hairstyle is to make you look more feminine. Society (at least here in the West) has different perspectives as to what is considered long or short hair, depending on the sex of the wearer. So for instance, a woman with a bob might be seen to have short hair, but a guy with that same length hair might be said to have long hair.
